Pay American Express With Paypal Balance?

Is there anyway to do this?  Very frustrating I believe paypal discontinued this method =(.

Welcome to the boards!

Yes, BillPay was discontinued quite some time ago.  Instead, we recommend either withdrawing the funds to your bank or signing up for the PayPal Debit Card so that you can access funds via ATM - and you can even earn cash back on purchases with it!
