Shipping Label Info Conflict

I'm trying to create a UPS shipping label directly from the PayPal transaction page link and continue to receive this message:

 

"The contact information you submitted does not match the information on file for your UPS account. Either update your UPS account information by visiting www.ups.com or update the information below."

 

I have gone to my UPS account and nothing appears incorrect. The address info for the shipping address in PayPay is identical to what is being used for UPS. Why am I getting this message and how do I determine what the issue is?
