I am trying to fund my account, but I get a message stating the bank account already assigned to another pay pal account. I recently updated my new email address and phone number as well as changed my password.
A bank account cannot be linked to more than one PayPal account... your bank account is already linked to another PayPal account. Do you have more than one PayPal account?
Did you open a new PayPal account for your new email address? If yes, you should close the new PayPal account, and "Add" your new email address to your old PayPal account profile... you can have up to 8 email addresses linked to one PayPal account.
