Why is the PaymentDate is different to the Timestamp in ExpressCheckout response?

When using DoExpressCheckoutPaymentResponse, the SOAP envelope contains a different value in the Timestamp field compared to the PaymentDate field in the SOAP body.   This occurs in 15% of the transactions each day, on average.

Is this an issue in our ExpressCheckout integration or is it caused by an issue on the PayPal SOAP endpoint?

 

We are using this endpoint: https://api-3t.paypal.com/2.0/ and our requests are sending API version number 115.0 in the 

<Version xmlns="urn:ebay:apis:eBLBaseComponents"> field
