PayPal access card declining randomly

My PayPal access card started declining last week for no reason, the card showed as active but would not perform contactless or chip and pin transactions.
I thought the chip in the card may have died so I ordered a new card and paid £4.95 for it. When it arrived the following occurred:
Asda - accepted chip and pin as first use contactless was not active.
next day:
post office - contactless declined, chip and pin accepted
co op - contactless accepted
wilko - contactless accepted
today:
pets at home contactless accepted
poundworld contactless accepted
Sizzlers inn contactless declined, chip and pin declined
primark - chip and pin accepted
what causes the random declines when there are sufficient funds and the card continues working normally in the next place? This is very embarrassing having my card declined in front of lots of people so for now I'll just have to withdraw money instead.

It is strange that some payments are declining and some are going through. I recommend getting in touch with our Access Card team directly so they can work on this with you. You can reach them on +44 0333 700 70 60.
