35 USD/2.5% Fee for withdrawals you make to your U.S. bank account for some countries

Did anyone read the new policy change for fee withdrawal thats going to go into effect in July? A 35USD fee for Singapore, Philippines Indonesia, Thailand, and China, and a 2.5% fee for New Zealand, Republic of South Korea, Taiwan and Japan for withdrawals to a US account??
