Ability to decline policy update

Received an email from Paypal this morning on policy updates stating:  "...There is no action needed from you today, but if you would like to learn more, you can find details about these changes, when they apply and what you can do if you want to decline the changes on our Policy Updates page..."

Problem is, when I land on the Policy Updates page, no place to decline changes.  In fact, no info on declining changes at all.  

I'm curious as to what Paypal is referring to here, as it isn't obvious to me.  Maybe it is to someone else.

In the event you would prefer to decline the changes and close your account, you can do so prior to the effective date and the changes will not apply to you.
