Adding a country/island to the selection of the PayPal

Hey guys just a question I currently live where PayPal does not have the island/country where I live as an option to start up your PayPal account... I live on the island St.Martin/St.Maarten (both French and Dutch) I live on the Dutch part. How does PayPal set up and island to their list of country to select to start up an account? Is it possible that St.Martin (Dutchpart) would be an option to select to start an account?

Paypal is sadly not available in your country and you are not allowed to use another countries paypal account.
