I am looking to make purchase of an item from an on-line account (no physical address listed for the vendor at http://salemowers.com/cart.php)... somewhat sceptical of the legitamacy? If I make the purchase and it turns out to be fraudulent... will PayPal cover me? Thanks.

That depends on many factors all listed in Paypals buyer protection policy for you to read and then you can risk assess your own transactions.
