PayPal accounts need to be created with your legal name. If it's created with a fake name, you may be unable to add a bank, receive payments, or withdraw. If you upgrade your PayPal account to a business account, you will be able to decide what information is shared with the customer. There are no additional fees for opening and operating a business account. Transaction fees will be charged the same based on how the payment is sent. You can learn more about PayPal fees here: What are the fees for PayPal accounts? You can receive payments into your PayPal account even if you do not currently have a balance. Regarding your last question, in this day and age, unfortunately, anyone's name (even PayPal's) can be used for just about anything. If you're worried about the security on your PayPal account, you can add 2-Step Verification as an extra layer of protection.
If you have any other questions, you can reach customer support by clicking Contact and then "Call Us" at the bottom of the PayPal website. Support is also available through Facebook instant message or Twitter direct message.
