Is it a scam? steam card number for international transfer

Im trying to sell some jewelry, and this guy contact me on my post, asking if he can pay using paypal. He is from another country, and wants me to ship it to him, but i said i needed the payment first. He then says he will transfer the money using a business account on paypal, and i need to give him a steam card number for this to happen. (I know, red flag) i proceed to be sceptical, and asks why and how that would work, as i have never had any issues receiving money before. His reason was, that it is from a business account to a personal account, and also that it is an international transfer. 

He is very pushy for me to go get a steam card in a store for 50$. It all seems very strange to me. Is he a scammer, or is this legit?

SCAM, they will tell you that until you give them the card the funds won't be released to your paypal account.

Absolute rubbish paypal would never tell you to use a gift card let alone another companies gift card to do anything account related.

ONGOING SCAM IGNORE THEM.
