You can send paypal payments worldwide as long as the persons paypal can receive payments in the country that they are in.
She may need to send in your currency and may have to send it goods/services as she may not have the friends/family option in her country.
So if you don't receive funds often you may have to upgrade to a paypal cash account as per link AND be subject to the new seller hold.
FEES are in paypals user agreement for your country.
Personally when my son was travelling the world and running out of cash on an oh to frequent basis I found moneygram or western union much quicker and far less hassle than paypal but your choice.
