I'm purchasing an item from someone out of state. He wants the payment via PayPal before he ships the item. So what if I pay via PayPal, but he doesn't ship my item? What did I do?

That depends on many factors all listed in Paypals buyer protection policy for you to read and then you can risk assess your own transactions.
Legal (bottom right of this page) > user agreement > buyer protection.
Advice is voluntary.
