Recoup Funds for Poor Retaining Wall Work?

Hello, We paid a landscape/conctete company to build us a stucco'd cmu concrete retaining wall with steps in our backyard. They originally did not add the steps into the retaining wall, so they had to break some of it down to pour concrete steps. Within three days of completion, the stucco was cracking vertically on both sides of the wall where the steps meet. I told them the issue and they came out a week later and "fixed" it. Well, two weeks later, same problem. Again, they came out after a while and fixed it. Now, 30 days later, it happened again! So I called up a concrete contractor and showed him pictures. He explained that the wall was built wrong and it will keep cracking at the same spot since they are the weak points. Basically that section of wall will need to be redone at significant cost. The previous builders say that's not the problem and will eventually come out to make the same "repair". I tried to explain and get them to come back but they have not done so. They say they will but don't. Can I file a case with PayPal to recoup funds for the amount it will cost to do it correctly? How do I proceed? I'm just being pushed off while these guys take other jobs and not want to fix poor and inadequate construction. Thank you in advance.

Locate payment transaction in your PayPal account activity, click it, then click "Report a problem" to file an Significantly Not As Described (SNAD) dispute.

 

But first, please read the purchase protection program to see how you are covered (or not).

 

If you do not qualify for coverage under PayPal purchase protection and you paid with a credit card, consider disputing with them instead.
