Selling Fees increased from 2.9% to 4.9%

I have recently sold several items within the UK and been charged 2.9% +30p. But for the last few items it has gone up to 4.9% +30p. Nothing else has changed as far as the customers are concerned. The only thing I have done recently is sign the international sellers agreement
Can anyone tell me why?

I had the same problem on an ebay payment I received. Then I noticed the payment was from someone based outside the UK, in the Europe II zone, so I think that is where the extra 2% came from.
