Hi I am new to being paid online. I want to sell my car but how can I be sure the party involved has the money and the transaction is legit

Be very careful of scams, especially ones that say they want your car but can't come and pick it up and will send a shipping agent / courier.

Also there is no paypal seller protection for motor vehicles.
