I'm in the United States of America. I will sell an item on eBay and will use PayPal for receiving payment. The payment will end up in my bank account. Question: What fee will Pay Pal charge me for this service? I looked at PayPal fee schedule and don't understand which section applies to this scenerio.

You want to refer to: https://www.paypal.com/us/webapps/mpp/merchant-fees
Under "Commercial Transaction Rates" and you'd want the "Online" category.
Note: payments from domestic and international (non-US) based PayPal accounts have different rates. Shipping addresses are irrelevant since overseas PayPal accounts can add US shipping addresses during checkout, for example so eBay's country blocking shipping settings may not work.
(If you end up on eBay's Managed Payments system (which will only be subject to eBay's fee structure), this won't apply because the money gets funneled through to eBay's system no matter what payment method/shipping address the buyer uses. Then eBay just transfers your earnings to your eBay MP account transfers it to your bank account.)
To block/unblock international non-US PayPal accounts from sending you payment.
Personal accounts: go to your account settings (cog icon) > Seller Tools > Payment Preferences; last setting.
Business accounts: go to Account Settings > Payment Preferences > Block Payments; last setting.
