Upgrade Certificates from Airlines or Hotels purchased on Craigslist

If I pay via Pay Pal for an Airline or Hotel Upgrade Certificates and the person doesn't deliver the certificate #....do I have any protection?

As long as you send payment as goods and services, there is purchase protection, please read Security Center for more info.
