does PayPal block access for Iranian people whom migrated ?

I'm Iranian and due to the U.S sanctions against Iran we are restricted by PayPal.
I want to know if we migrate to another country, buy a server from Europe and start our own business with a [.com] domain and also a [.ir] parked domain from Iran do the PayPal block our access again ?

As long as you don't live in or move to a country that is not serviced by PayPal, you can be a Iranian national and still use PayPal in the country you currently live in. When you move to another country though, you'll have to close out your PayPal account and open a new one in new country of residence but if you move to a country PayPal does not service, you can't use PayPal at all.
If you maintain residences in two countries that PayPal services then you may open and maintain PayPal account in both countries with different email addresses, active billing addresses and financial information based in those countries.
PayPal accounts are country specific.
