I wanted to buy goods from a stranger

Hi. I’d like to know if I can pay using Paypal to someone I don’t know because I wanted to buy from her (she also has a paypal account). It is not from a website it is basically a private transaction. Can I be protected if I pay then I didn’t receive my item? Will I get a refund? Thank you

I really really appreciate your response as this is my first time to use the paypal. Thank you so much. Does it also applies if, that purchase happens only between us? Not in any online stores? I just met her through facebook and she posted it online, happens to be the item i was looking for. I am afraid to be scammed and not get the item after I pay that’s why i am planning to pay her through paypal rather than bank transfers.
