Sellers send invoices, not buyers. An invoice is a request for payment. This person exploited a PayPal function to trick you. You will not be receiving any money so, I hope you didn't give the item to them. If you did, there is nothing PayPal can do about it since no funds were sent.
The whole bit about "gift of $400"and different currencies is ridiculous. If the dude want to send a gift, why didn't he use friends and family? Look no one is going to "gift" someone they do not know $400. That's just nonsensical. Sorry it happened to you but all is not lost, this is tuition paid for a lesson learned.
Always make sure there is a record of payment as in "Payment Received" in your PayPal balance and activity page before delivering anything.
