PayPal does not email out MoneyGram reference numbers. Are you sure you haven't been scammed? Are you trying to withdrawal from PayPal? You can withdrawal to linked credit, debit or Prepaid card. If you're using an online exchange service or someone off the internet is helping you to take money out from PayPal to MoneyGram, those can be scams.

When you make or receive a transaction with PayPal, PayPal provides a PayPal transaction ID number. That's the number PayPal gives.

If you were given a shipment tracking number then you have been scammed and when you open Item Not Received dispute, the other person will win because they have shipment tracking number as proof of delivery when it is service, not physical goods.

Or you can open a Significantly Not as Described case when the tracking number status says "delivered" and see what you get in the mail if anything.

  1. Locate and click payment transaction in your PayPal account activity
  2. Click "Report a problem”.
  3. Click “I received an item that's significantly not as described”.

You have to explain to PayPal that you paid for "virtual service", a MoneyGram reference number to pick up your PayPal money that you transferred but got shipped something or shipped to different street address.

I hope you paid by credit card, because its best dispute with credit card in this case than with PayPal. Their customer service is limited and PayPal dispute system may make the wrong decision in these borderline cases and you will have speak with customer service and getting in touch with customer service will take longer now because of coronavirus.

Kudos & Solved are greatly appreciated. 🙂
