on my paypal account I am getting this error when going to this page: https://www.paypal.com/businessmanage/limits/liftlimits

 

Error 503 first byte timeout first byte timeout Error 54113 Details: cache-[Removed. Phone #s not permitted]erver

 

Is it me?  or Paypal?
