Getting PayPal Partner approval

How on earth is one supposed to get approval as a PayPal Partner?
Over the past 12 months, I've submitted various forms and never received a reply.
Our company provides an ecommerce platform with a large number of customers using the old legacy integrations. PayPal has been sending them marketing emails to upgrade to PayPal Checkout, but how do we do that if PayPal won't give us Partner approval, or even respond to any requests.
I've just spent the day constantly ringing PayPal Australia Sales only to be put on hold for a few minutes, then sent to voicemail.
How is this any way to run a company? I'm getting so frustrated, that it's getting to the stage of considering pushing all our customers onto other payment providers.
I call customer support and raise tickets with merchant support, but they all just redirect my queries back to someone else. It's all just so pointless..

We are in the exact same situation. We are unable to sign up to the partnership program and Paypal support teams keep channeling us to different support areas and keep us in a loop. I've requested a call from Paypal multiple times and no one has called back.
