How to integrate with Paypal without connecting to REST APIs if i have my own CMS ?

Hi, I have my Content-Management-System where the editor can create subscription plans. And then establish them to the end-users where they can subscribe using PayPal. Given that scenario, can i do that without integration with the REST APIs ? Note that i won't use Smart Buttons, since i want the editor to define the subscription plan on my CMS only, not on PayPal directly (when he creates a plan on CMS, it will automatically be created on PayPal) .
