I'm using a Pay Now button generated by Paypal on my website. I've included the "Label for Customer Notes" to get their phone number. That information is not passed in the notification or email. What could cause that?

Same issue here, and I found I can see the note entered by the customer if I fully login to PayPal and view the details for the transaction ID, scroll all the way to the bottom, and find the "Note" in the "Memo" field. The most annoying part is that the Payment Notification email I receive seems to lie by saying, "The buyer hasn't entered any instructions."

Lack of quality assurance, along with refusing to listen to reasonable feedback from sellers on the part of PayPal.
I have "Me Too'd" your issue, and have also reached out to Support on my own.
