PayPal button on website doesn't link to shopping cart on Apple products

I have several PayPal buttons on my website, all of which work fine when using Chrome, Firefox, and MS Edge. But I've heard from people using an iPhone or iPad, (and Safari as their web browser), that instead of the PayPal buttons taking them to their shopping cart, it takes them to the PayPal login page. Does that mean they need to open a PayPal account before purchasing anything or is there another issue? I'm not sure if it's the Apple products or Safari that's causing the problem. Thank you.
