Paypal Standard Buttons For Recurring Payments Not Working & Website Preferences has a weird message

Suddenly, subscription buttons (paypal standard) on our site for 5 years without issues
now try to force all buyers to join Paypal!
"Paypal Optional" is ON, has been for 5 years,
but now there is a "warning" on Website Preferences in our Account Settings that says
"These settings will only affect PayPal buttons integrated using one of our trusted partner sites"
Who is a "trusted partner" and why does it have anything to do with OUR preferences?
Even Google doesn't have an answer to that one!
