Response from merchant gateway: This transaction is not able to process transactions

I am using NCH Express Accounts Plus. I set up payments to use Legacy PayPal which has worked for more than teen years. After adding my API Username, API Password, Gateway URL, and 3-token authentication signature. I run the test connection and receive the following error. "Response from merchant gateway: This transaction is not able to process transactions" The NCH support is useless. Does anyone have any idea what could be causing the problem?
