Suspect orders yet payment accepted without AVS

For the last few days I have had many orders on my website that have Failed. I am suspecting it is a bot attack on my website as the orders are all suspect (telephone numbers beginning with a 9 yet UK delivery address, company name field always set to first name of customer, very unusual customer names, etc)
However, every so often an order is accepted and Paypal have authorised the payment
According to my website data the AVS check is No and CVV2 check is also No - so how come Paypal have accepted the payment?
I am charged a fee on the transaction yet it has not passed any required security
If I cancel the payment I will still have to pay the fee
Surely in this situation Paypal should not have processed the card and so order would have failed?
