Things don’t appear to be working at the moment

Good evening, dear forum members. I specified everything correctly in the API settings on the site. But when the user clicks on the button to pay with PayPal, he gets an error: Things don’t appear to be working at the moment

In Encrypted Website Payments is Off

 

What could be the problem?
