Getting access to SFTP Reports

Hello, I am looking to see how to access SFTP reports. I have followed the article that is listed here: https://developer.paypal.com/docs/reports/sftp-reports/access-sftp-reports/ but the option to create an SFTP user isn't available. Please assist.
