Since October 8, our customers have not been able to complete PayPal payments through our Wordpress Amelia booking system. Customers receive the following error: "Things don't appear to be working at the moment. Please try again later."

Have you tried to complete a test payment yourself? If you have, do you receive the same error message and have you checked to see if there are any outstanding issues with your PayPal account?
