Billing address problems with steam

I am trying to purchase an item from the steam store using my paypal account which does not have a credit card connected with it. The money in it was a gift from a family member, when I try to make the purchase I get this error: "Your billing address doesn’t look like it matches up with your current country."

I am dumb as hell and i have no idea what a billing address even is, I live in Palestine but paypal unlike steam doesn't have Palestine so it went with Israel, is that the reason this is happening? if it's not how can i get around this error.

Hehe, you don't seem dumb as you are very fluent in English and I understand you clearly. 😉 A Billing address is the mailing address associated with a financial instrument (credit/debit/bank account) or public utility bill or other important identification documents.

Yes, that is why it is happening; having a Israel account but do not live in that country. Your best bet is to return the money to your family member and close the PayPal account because it would be useless to you. You are not allowed to use PayPal while living in a country that PayPal does not do business in.

You can issue a refund of the money by clicking the transaction and click "Refund this payment". Add a note to the refund explaining to your family member why you are refunding the money.
