Buyer blocked me, and the payment is still pending (Dispute)

I have $150 pending in my account on PayPal. I sold Apple Airpods to someone, but they have yet to pay me even after they have been delivered. I have tried to dispute the transaction at the resolution center, but it is "unable to complete my request". Any help is much appreciated!

Did you add tracking code? Also, is tracking code show delivered status? If showing delivered or if you know, it's received by buyer; you can complete orders from your transactions details to set COMPLETED. After 7 days, PayPal unblock your payments.

I am not sure how to add the tracking since we did not do the transaction through eBay. The tracking shows it was delivered at 11 am this morning. Do I have to wait the 7 days in order to mark it as completed?

Access your PayPal account and find transactions and you see in details, tracking info column. Check it.

When I click the transaction in my recent activity, this us all I get. I don't see where to add the tracking #.
