Cant pay anyone, either ebay purchases or sending or receiving money.

Hi guys, ive been using paypal for quite some time now, my account is verified and my credit card linked, ive succesfully done and received payments with this credit card, but not, i just cant.

Ive won a couple of ebay bids and i couldnt pay, i called visa in case it was blocked and i tried again with no succes.

I tried asking someone for money and i couldnt also, anyone can help me out?

Im based in argentina, maybe thats a thing.
