Card declined but still got charged

Since yesterday, my debit card suddenly declined by PayPal.

What make matters worse is, my debit card is charged although the transaction has stopped midway (declined).

Can someone tell me what actually happened here?

This just happened to me today. Hope that Paypal can immediately take a look at this as I was charged thrice for unsuccessful transactions (they don’t even reflect in your Paypal account as a completed transaction but it’s listed on the historical of my bank account.
