During checkout, my accounts are not accepted and wants me to add a credit card

Hi. Over two weeks ago, I experienced fraud in my bank account. My bank kindly put a block on my account while dealing with the fraud and once it was dealt with, they shut down my accounts, and set up a brand new account for me. During the time there was a block on my bank account, I got charged for my automatic payment to Patreon, which obviously didn't go through.

 

I had trouble adding my NEW checking account to my paypal, and decided to also add my savings account to see if checkings was the issue. After a few days of constantly trying, I managed to add both my NEW checkings and savings accounts to my paypal. But when I go to make a purchase online through paypal, it says that my accounts are not accepted and wants me to add a credit card. 

 

I sent a message through the help centre and the employee told me I have a security block on my paypal account and to contact someone at paypal to get it removed. Unfortunately I have been on hold for THREE HOURS and still have not talked to a human being. I don't know what else to do. I've even tried reaching out to paypal support on twitter and all they told me was that there is a security block and that I should delete my cookies/cache in 24-48 hours from now, which is something I've already done.
