European account

I have a PayPal account. When attempting to buy an app while in Europe a confirmation is sent to my US phone number which is not being used in Europe. I have been advised to setup a second account with my European cell phone number. How do I create another PayPal account?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / and bank accounts from within that country.

The only exception is U.S expats can add their bank accounts to other countries paypal accounts (paypal is a U.S company so they allow their citizens to do this).

However you can have 2 paypal accounts in 2 countries BUT one must be personal and the other one business.
