Failed: This payment was declined due to regulatory compliance reasons

I am trying to make a payment to a personal account linked to a wedding registry and both my account and the other guests trying to make payments via PayPal are getting the error:

"This transaction is blocked due to regulatory compliance reasons"

I have looked at other answers which link to an article about payments coming from certain regions. Non of the payments are originating from countries other than UK & USA.

What can be done about this?

UK also. However, I’ve found the solution, the vendor requires a PayPal business account to accept payments. I have switched over the account and now it works. Thanks for the reply.
