Help reaching a HUMAN BEING to escalate an issue?

Does anyone know how to escalate an issue to reach a competent human being at Paypal? They charged me $60 for a purchase from iTunes, which Apple refunded me for back in May. Paypal won't acknowledge the refund, even though I have written proof from Apple saying they never actually processed the payment and sent the funds back to Paypal.
Meanwhile, I have been instant messaging Paypal Support people for the past 6 weeks(!!) where they talk in circles saying to ask for a refund from Apple, or find out from my bank what happened, etc. ... When the issue is simply that Paypal took the money from my account and will not give it back, AND they disabled my bank account connected to my Paypal account so I can't even withdraw my remaining balance with them.
Completely unethical and frustrating!! Any help would be very appreciated!!!
