How can I transfer money from my Paypal account to a Qiwi account?

I want to make a payment to a user that has only Qiwi and I don't. If you tell me to make a Qiwi account, I can't, is not supported in Greece. So I ask if someone knows....is there a way to transfer money from my account here to a Qiwi account or I must use some exchange agent for this?

In fact, exchange agents do not work.

They do not accept to transfer money to a third-party Qiwi Wallet. They only exchange money between account from the same owner. 

So, I found no solution.

If someone has some idea, he is welcome.
