How do I send money using a only a linked US bank account?

I moved to the Philippines a few years ago and lost access to my original US PayPal account due to the linked phone number being lost with 2-step verification still active. After trying to get back into it, the only resolution I had was to create a new PayPal account in my new country using my current address and phone number. I was able to link my US bank account to my new PayPal account, however I do not have the option to send money/pay using ONLY my linked bank account (I am asked to choose a credit card, which I can't because I am unable to link my US bank card as it asks for a PH billing address).
How do I send money/pay for something using only the linked US bank account while using a PH-based PayPal account?

Paypal is country specific so if you move countries you have to open another paypal account in the country you reside in and add an address / phone number / bank accounts / cards from within that country.
You can however add a U.S bank account (not card) to 'most' other countries paypal accounts. This is because paypal is a U.S company and so allows this.
Advice is voluntary.
