I can't donate! why?

I was trying to donate to a PayPal account but this message appeared to me, does anyone know what that's mean?

Even I have enough money in my PayPal balance and it's verified and I have it since a long time ago, and I use it frequently.

BUT I never tried to donate, this is my first time.

Donations will depend on the country you are making the donation from and where the company is you are donating to. Donations are not possible from all locations and some companies can block donations from certain countries.
