I received a payment and it's on hold

The buyer paid me only after receiving and checking the product and had full satisfaction on the work but when he paid that amount was put on hold for 21days by PayPal and I referred many articles about this and I found they're doing this for the safety of buyer but in this case buyer paid only after receiving and validating the product and also I found that if the buyer confirm the receipt then fund will be released immediately but in my case the buyer didn't got any confirm receipt button and this transaction was made on Sept 7 and I need the money immediately as I have some commitments

You should never provide an item or service before being paid.

With payments received for tangible goods Paypal would request valid tracking information confirming the item has been delivered to the buyer. As they can validate the tracking information online, once it is delivered they can release the funds. IF you have received the funds for a service / virtual or digital sale OR no tracking number is applicable Paypal would be unable to release the funds any sooner than 21 days.

If you mark the transaction as processed then the buyer may have the option on their account to mark the transaction as delivery/satisfied. If the buyer confirms this by clicking on the "Confirm Receipt" button, the funds may be released to you sooner ie 7 days after the buyer verifies receipt. This is not always available or guaranteed. 
If not then sadly its 21 days.
