I think I told PayPal to decline all Google Play Transactions. How do I reverse this?

A while back, a game I played had a glitch where a pop-up during normal actions caused an unwanted $30 transaction (who is spending $30 on a phone game)...
I disputed the transaction and I *believe* there was an option to "decline all future transactions from (google play)."
Currently I am unable to process any google play transactions through PayPal. I have done trouble shooting for removing the payment method, clearing my cache and google play updates, reinstalling all and adding my PayPal back as a payment method. Transactions still produce an error message.
So is there a method to auto-decline transactions from certain companies, and if so, where/how do I undo it?

Did you check your Permission Settings in your Security Settings in your PayPal account settings?

Log into your PayPal account, then go to your account settings and in the submenu, click Security Settings. On that page, click "Permission Settings". See if Google Play is connected or not. Perhaps you need to re-link Google Play.

Sorry to be difficult, but I don't have those options. My account is a 'business' account so I presume the setting is different.
I really cannot find anything close to what you are explaining.

Okay, did you check your Pre-approved or automatic payment settings to make inactive Google Play? Should be My Profile > My Money > Automatic Payments. And then go to Google Play and re-link the PayPal account?
And did you also tried removing Google Play from My Profile > My Settings > Log in with PayPal
I don't see many places in the Business account settings that allows you to tweak which payee to unblock other than the above. You will need to speak with a customer service rep to unblock from their end. No one can access accounts through the user forums.

So on that page, it shows Google as cancelled the day I filed the dispute with "inactive" out to the side, then shows Google again as "active" as of Oct. 7th, 2018.
There's no ability to control the active or inactive status.
Regarding Customer support, I have gone that route and followed it all the way through several tiers and have been told there's no block on this end so it must be a Google issue.
I dealt with Google for hours on the phone troubleshooting and determined the issues *HAS TO BE WITH PAYPAL* and as proof, I can make any payments I want with any other payment method. I have tried every suggested trouble shooting method, including removing paypal from my google account, clearing the google play cache and data, removing google play updates, re-installing, then re-adding Paypal.
I still get the error message.
So I'm lost in the lurch--Google says it's PayPal, PayPal says it's Google, and no one really has any idea how to help me.

When you deactivate automatic payments, you have to do it through the merchant site and PayPal just marks it inactive. Push comes to shove or a drastic measure, remove your bank accounts and cards, phone numbers, unconfirmed email addresses from the account and then close the account and open a new PayPal account. I don't know what else to tell you at this point. This is only PayPal user community help. It seems like your Google Play is hooked up to PayPal, it's just that it won't let you make a purchase, yes? Are your financials up to date? Any issues with your payment methods?

Yes, all my payment methods are up-to-date and accounts have money. There's obviously a disconnect between the "inactive" as of 8-30-2018 Google and the "Active" as of 10-7-2018, and neither Google nor Paypal can see the issue.
Perhaps it is something that will clear itself in the near future. I really don't know--no one here has an answer, no one at Google does, and no one all the way to the top of Paypal does.
For now, the easiest solution is to dump my PayPal balance into a Google Play digital gift card, and redeem that to my account which allows me to make purchases. I had employing a work-around but for now I don't know of a better method.
Thanks for you help and thanks for being patient and trying to figure this out with me. I really appreciate the effort and I think we mutually regret not finding a solution.
