 Someone sent me money and I  didn't get it. I have the confirmation code. Also,  i can't confirm my cell number.  Who do I ask or is there a telephone  numbrr I can call

If you have a transaction ID that you are not able to find in your PayPal account when you search for it, then that payment did not come to you. Don't ship anything or provide any service until they give you a transaction ID that you can reconcile with your PayPal account.

If you go to www.paypal.com/contact and sign in through there it should drop you into a place where you can call for support.
