International payment fees

I live in the US and want to send $1500.00 to someone in Belgium.  Could someone please explain the fees for both sender and recipient?  I also don't really understand the recipient categories ... if I am buying from him are the fees the same as if I was just sending him money?

Thank you for reaching out to us. 

If you are a U.S. PayPal account holder sending money to a friend or family member with a PayPal account in a country other than the U.S., the fee you pay depends on the Payment Method used and the amount you are sending.

 

-If funded by your PayPal balance or a bank account linked to your PayPal account. Transaction fee would be 5% of the send amount with a minimum of .99$ and maximum fee is 4.99$. There is no funding fee.

- If funded by a credit card, debit card or PayPal Credit, transaction fee is the same with the same maximum and minimum however, there is a funding fee of 2.9% of the transaction amount funded this way plus a fixed fee based on currency.

As for the recipient, the conversion rate might differ. Also, if it would be under a payment for item/service, the recipient would be deducted a seller's fee of 2.9% of the transaction plus fixed fee based on their country.
