Money on hold

i paid someone. the money i paid is on hold for them, they haven’t recieved it yet.

If its marked as completed in your Paypal account then you have paid. The fact its pending on the SELLERS end is between them and paypal as they are new sellers.
Funds are held for 21 days BUT released more quickly if they provide a tracking number (delivery + 1 day).

Tell them that if they refuse to send then you would have to file a dispute for 'non receipt of item' and that would impact on their paypal account as they are such new sellers and the time the 'new seller hold' lasts would be extended OR they may not be allowed to sell at all.

how are they able to provide a tracking number? where?

The recipient of the payment can upload the tracking number by going to their PayPal activity page. They need to look for the transaction and click on it to view the details. They should see an option there to add tracking info.

Thanks for reaching the Community for this concern.

If funds are not yet released, might as well confirm that you already receive the item. Here are the steps on how to confirm receipt on buyer's end. your Once done, funds will be accessible immediately.

Login to the Paypal account via www.paypal.com

1. Click Activity at the top of the page.
2. Find and click the original payment for the item.
3. Click Confirm receipt.
4. Click Yes to confirm that you received the order.
