Money transferring

Hi,

i'm in Azerbaijan and my friend from Germany wants to transfer the money to my card. when she note the email address and amount the error received :

" at the moment the ricipient cannot accept the money" please advise what's wrong

The option to 'receive' paypal payments is sadly not available in your country.
You can only 'send' payments for purchases.
